MINUTES of the COMBE ST.NICHOLAS PARISH COUNCIL MEETING held on Thursday 21st April 2011, at 7.30pm in the Village Hall.

Also 1 member of the public, and Ros Roderigo (District Councillor)

91/10-11 MINUTES

Minutes of the Parish Council meeting held on 21st March 2011 were approved as a true record, and signed,

Mrs.Rosemary Yarrow agreed to continue as Village Hall Representative.

PARISH COUNCIL ELECTIONS (May 5th).

11 nomination forms received so no election required.

92/10-11 PLANNING

App.11/01184 Board of Governors, re Combe St.Nicholas CEVA School. Free Standing timber canopy. Councillors were concerned about the aesthetical effects on this conservation area, the height of the canopy and also the new fence (although not part of this application) Recommend refusal, due to height and it is intrusive. If the canopy could be moved to the rear playground it would preferable, and also if the height of the fence could be lowered. Mr.Sayers agreed to meet with the Chair of the Governors and the Head to suggest better communications in future.

93/10-11 YOUTH FACILITIES

New plans received for suggested temporary skate ramps for Combe Wood Recreation Field.

This item to be delayed until the May meeting. Meanwhile S.C.C.Property Services will be contacted

94/10-11 PLAY EQUIPMENT – THE LAWNS

Quarterly report received from S.S.D.C. Flat swing seats need to be replaced, as well as the wood edges around the safer surfacing. John White agreed to install the swing seats and measure up the amount of tanalised wood needed.

95/10-11 HIGHWAYS

a) Pothole needs attention near Hornsbury Hill on the Cuttisfords Door road.

b) Speed Watch Volunteers – 20% of drivers on Combe Hill were travelling between 30-40 mph

c) Meeting arranged with Colin Fletcher and Gary Warren to discuss the signpost on The Green.

96/10-11 CORRESPONDENCE

a).C.M.E.Ltd are able to store the 2 grit bags until next winter at their lower site. Clerk to contact John Gilbert re transporting them.

b) Mrs.S.Wheeler, Chief Executive, S.C.C. request for support for a bid for faster broadband. Support was sent by the clerk.

c) Letter of thanks from Combe St.Nicholas CEVA School for recent donation for crossing patrol.

97/10-11 Police/Crime –

98/10-11 FINANCE

a) Letter signed to Tax Office, stating annual salary earned by Clerk for year 4.2010 – 3.2011

b) External Audit – due lst June 2011. Accounts agreed for the year 4.2010 – 3,2011, Gerry Sayers signed the finance books, statement of bank reconciliation, and Audit form.- Accounting statement and after completion, the Annual Governance statement . Tom Lane, Internal Auditor, is available to check all documents prior to the next Parish Council meeting

c) Precept of £10,000 received for year 2011-12

The following payments were checked and agreed.

99/10-11 GENERAL MATTERS

a) A letter will be sent to Wessex Water for recent water main replacement works. The job was completed before time, a good job was made of the new surface, and a clean and tidy operation.

b) The car parking area at the rear of the school is owned by the Diocese, and now leased to the P.C.C. who in turn are negotiating a lease with School . The area needs resurfacing but will need fundraising to cover costs. An important area for the Community, for use with funerals, weddings, etc. to get cars away from the main village streets. Gerry Sayers will also discuss this matter at the meeting with Sue Freeston, Chair of Governors, and Lesley Katner, Head.

c) The No Dogs notice for the entrance to Combe Wood Field still needs erecting.

d) The picnic area at Underway Meade has been fenced off, and new picnic tables will be fixed.

e) As this is the last meeting of the current Council, thanks were extended to all the Councillors who are standing down for all their past help – Alan Pavey, Andy Treble, Peter Taylor and Graham Tinson. Thanks also to Ros Roderigo, District Councillor.

f) The Annual Parish Meeting will take place before the next Parish Council meeting on Monday 23rd May.
